And then… it lifts others across the same finish line. Dr. Frances D. Carter-Johnson embodies that power.


A distinguished policy researcher, data analyst, and educational consultant based in the Washington, D.C.–Baltimore region, Dr. Carter-Johnson has built a career at the intersection of research, equity, and opportunity. Her work spans federal agencies, academic institutions, and community-centered initiatives, all rooted in one mission: To make pathways clearer for those coming behind her.


With a Ph.D. in Public Policy from the University of Maryland Baltimore County, along with advanced degrees in physics and engineering, Dr. Carter-Johnson brings both analytical rigor and real-world application to her work. Her professional journey includes impactful roles with the National Science Foundation and the National Institutes of Health, where she contributed to research and policy efforts designed to strengthen and diversify the nation’s scientific workforce.

But her legacy is not confined to institutions. It lives in the people she helps finish.


In 2019, recognizing the silent struggle many doctoral students face, she began offering dissertation coaching and educational consulting. What started as support for peers quickly evolved into a calling. By 2021, she founded The Carter-Johnson Group, LLC, expanding her services to support scholars, particularly women—navigating one of the most demanding academic journeys.


Because starting is common.

But finishing? That takes strategy, support, and someone who understands the weight of the process.


Through her work, Dr. Carter-Johnson ensures that women do not abandon their purpose at the final stretch. She equips them to complete their degrees while balancing careers, motherhood, and life’s unexpected challenges, transforming what could be an ending into a beginning.


And when one woman finishes, she doesn’t just change her life, she shifts the trajectory of generations.


A breast cancer survivor and mother of three, Dr. Carter-Johnson’s story is layered with resilience. She represents the truth that strength is not the absence of adversity, but the decision to move forward with purpose anyway.
